New Delhi: Albania declared its independence from the Ottoman Empire through the Albanian Declaration of Independence. The freedom of Albania was proclaimed on November 29, 1912, in Vlore, one of the most populous cities in the county. The Assembly of Vlore, six days later, formed the first Albanian government and it was headed by Ismail Qemali and the Council of Elders (Pleqnia). The Albanian Revolt’s success in 1912 showed the neighbouring countries the weakness of the Ottoman Empire.
The Vlora Assembly and the Declaration of Independence
On November 28, 1912, the Assembly of 40 delegates met in southern Albania’s Vlorë and declared the independence of Albania. On December 4, 1912, a provisional government was formed by them. The complete declaration text was composed in Albanian and partially in Tosk, Ottoman Turkish, and Gheg. The original act of the Declaration of Independence was written on a single piece of paper. It was signed by a total of 40 people. The front page has 34 recognizable signatures and the back page has 6 more signatures.
Ismail Qemali and the Formation of the First Albanian Government
Delegates in Albania gathered in the Assembly of Vlorë. Ismail Kemal had the Austro-Hungarian support and the national assembly helmed by him declared Albania independent in Vlora. It was more of a theoretical declaration since Vlora was the only Albanian town controlled by the delegates. On December 17, 1912, at the London Conference of Ambassadors, Albanian independence was recognised de facto. But it was only on July 29, 1913, that the international community recognised Albania as a neutral, sovereign and hereditary principality.
On December 4, 1912, the Assembly of Vlorë’s second session was held. It was then that the assembly formed the first Albanian government and it was led by Ismail Kemal. Also, the government formed a ‘Council of Elders’ which would help the administration in its duties. Also, it was agreed that the provisional government would be dismissed after the recognition of the country’s independence and the nomination of the monarch. On the same day, in the presence of hundreds of Albanians, Kemal waved Albania’s national flag from the Assembly of Vlorë’s balcony.
