Ernakulam: Following the death of a sanitation worker named Joy leading to serious concerns over waste management in the capital city, the Kerala High Court assigned an amicus curiae to study the waste disposal on Amayizhanchan canal and file a report before July 26th when the court will hear the matter once again.
The High court directed the railways to clean the canal flowing through the railway station’s limit. The government has been directed to supervise the cleaning process of the canal. While discussing the poor waste management in the capital city, the court asked the corporation regarding the disposal of the waste cleaned from the canal and other parts of the city.
Justice P Gopinath terming the incident as the most unfortunate, asked the amicus curie to visit the accident spot.
The state government, Thiruvananthapuram Corporation and Railways should provide necessary help including travel facilities to the amicus curiae, the court said.
KN Joy (47), a sanitation worker hired on contract by the corporation drowned in the canal while cleaning the waste on Saturday. Though a rescue operation was launched, his body was recovered on Monday morning.
The Railways and the corporation are embroiled in a dispute over who is responsible for maintaining Amayizhanchan canal, where sanitation worker 47-year-old Joy had gone missing on July 13th and his body being recovered on July 15th after a massive search and rescue operation.
Mayor Arya Rajendran asserted that the railway authorities is accountable for the upkeep of the canal. In response, railway officials held that waste-management coordination falls within the corporation’s purview, while they ensure no solid waste from their premises enters the canal.
The canal was cleaned up in coordination with various departments, as part of Operation Anantha, in 2015. The Railways has a separate contract for removing solid waste from the yard while the wastewater from the pit line is being recycled.
The Corporation and Railways have been blaming each other for the lapses in cleaning the waste-filled canal after the worker’s accident.
