New Delhi: As diplomatic tensions continue to rise, India has, for the first time, been officially labelled an ‘adversary’ in a Canadian government document. This designation appears in the recently published National Cyber Threat Assessment 2025-2026 by the Canadian Centre for Cyber Security. In a section addressing cyber threats posed by “state adversaries,” the report lists India alongside China, Russia, Iran, and North Korea.
“Countries that aspire to become new centres of power within the global system, such as India, are building cyber programs that present varying levels of threat to Canada”, said the National Cyber Threat Assessment.
Referring to India further, the report said “We assess that Indian state-sponsored cyber threat actors likely conduct cyber threat activity against government of Canada networks for the purpose of espionage. We judge that official bilateral relations between Canada and India will very likely drive Indian state-sponsored cyber threat activity against Canada.”
Moreover, the assessment stated that India’s leadership “almost certainly aspires to build a modernised cyber programme with domestic cyber capabilities” and is “very likely uses its cyber programme to advance its national security imperatives, including espionage, counterterrorism, and the country’s efforts to promote its global status and counter-narratives against India and the Indian government.”
“We assess that India’s cyber programme likely leverages commercial cyber vendors to enhance its operations,” it added.
The fresh salvo from the Canadian government comes days after Trudeau’s big admission that his accusations against the Indian government in connection to the killing of Hardeep Singh Nijjar, a wanted terrorist in India, were based solely on intelligence and lacked “hard evidentiary proof.”
While testifying before the foreign interference inquiry, Trudeau had said we (Canada) only had intelligence inputs that they shared with India.
Trudeau had earlier falsely claimed that India’s envoy to Canada was a “person of interest” triggering a diplomatic crisis that eventually led to India recalling its ambassador from Ottawa and expelling six top Canadian envoys from New Delhi.
