If your ticket is not confirmed, and you are left waiting or on a Reservation Against Cancellation (RAC), your journey can become stressful. This is especially true during busy holiday times. In emergencies, passengers sometimes can travel without a confirmed ticket. However, it is important to know that the railways can confirm your waiting ticket under certain circumstances.
Understanding the Indian Railways Emergency Quota System
Passengers who hold a High Official Requisition (HOR), such as Central Government Ministers, Supreme Court or High Court Judges, and Members of Parliament, can access an emergency quota. After these individuals, the railways consider other urgent requests, such as travelling for government duties, family emergencies, illness, or job interviews.
One can visit the ministry, zone office, or division office to apply for the emergency quota. There will be a box for emergency quota ticket requests. You will need to write a letter explaining your situation and include a photocopy of your ticket and any documents proving your emergency, like a medical report or exam notice. Do not forget to include your mobile number in the letter.
How much is reserved for the emergency quota?
Ten per cent of seats are reserved for the emergency quota. Each train has 10 sleeper coaches, with 18 seats that can be confirmed in each coach. This means that 180 waiting seats can be confirmed. The same applies to the third, second, and first AC coaches as well.
Confirmation Chances & Quota Allocation Guidelines
The emergency quota is reserved for the urgent travel needs of HOR holders, Members of Parliament and other urgent requests. The railways prioritise these requests based on a long-standing system.
They first allocate seats for HOR holders based on their rank and seniority. Then, they consider other requests based on factors like the situation’s urgency.
All Zonal Railways must process requests in writing to prevent misuse of the emergency quota.
Additionally, current and former parliamentarians can book reserved tickets online through the Indian Railway Catering & Tourism Corporation (IRCTC).
