The Centre has come up with a plan to provide Rs 1.5 lakh crore interest-free loans for the states for ca1pital expenditure and incentives for reforms. These loans will have a 50-year tenure. It appears that after the Centre has made significant investments in infrastructure itself, it is now trying to help the states in adopting the same approach.

The FM also announced while presenting the budget that each-infrastructure ministry will come up with a 3-year pipeline of PPP (Public Private Partnership) projects in infrastructure. Investing in infrastructure is one of the thrust areas of the Narendra Modi government.

Redevelopment and modernisation

Nirmala Sitharaman also announced that a second asset monetisation plan for 2025-30 will be announced. The objective of this plan will be to plough back capital of Rs 10 lakh crore in new projects. The government will also take up urban redevelopment and modernisation in a big way. The finance minister announced that an Urban Challenge Fund will be set up with an initial amount of Rs 1 lakh crore.

Creative redevelopment of cities

This fund will provide finance for projects that can be taken up under the umbrella terms as “Cities as Growth Hubs”, “Creative Redevelopment of Cities” and “Water and Sanitation.” Budget 2025 was the eighth Union budget presented by FM Nirmala Sitharaman and the first full budget for the third term of the Narendra Modi government. It is clear from the proposals that the government is keen to unleash the powers of entrepreneurship in the country, especially among the untapped sectors of women and SC and ST community. The government also is keen on urban renewal as the country marches towards a developed nation status by 2047.
