Hyderabad: In a first, a woman Indian Revenue Service (IRS) officer, posted as a Joint commissioner in the regional branch of Central Excise Service Tax Appellate Tribunal (CESTAT) is officially recognised as a man from July 9, Tuesday.
The Union Finance Ministry in a statement said, “Ms M Anasuya, IRS officer of the 2013 batch, posted as Joint Commissioner at CESTAT, Hyderabad, has requested a change of name from Anasuya to M Anukathir Surya and gender from female to male.
The request of Ms M Anusuya has been considered. Henceforth, the officer will be recognised as ‘Mr M Anukathir Surya’ in all official records,” said the order from the Central Board of Indirect Taxes and Customs, Department of Revenue.
This is the first time that such a change has been made in Indian civil services. Anukathir began his career as Assistant Commissioner at Central Board of C&IT in Chennai. He was promoted to Deputy Commissioner in 2018. He joined CESTAT in Hyderabad in 2023.
Anukathir hails from Tamil nadu and has a Bachelors Degree in Electronics and communication from Madras Institute of Technology.

The Supreme Court ruled that gender identity is personal and recognised a third gender in the 2014 NALSA case.
