Finland’s government is considering a new measure to prohibit most Russian citizens from purchasing property in the country, in a move aimed at safeguarding national security. Defence Minister Antti Hakkanen announced the proposal on Monday, citing deteriorated relations with Russia following Moscow’s 2022 invasion of Ukraine.
The proposed legislation would restrict property acquisitions by Russian nationals, though it would allow exceptions for dual citizens and Russians who hold permanent residence in Finland or other EU member states. The plan is still subject to expert consultations before a final parliamentary vote.
“The regulations are aimed at preventing possible hostile influences against Finland,” Hakkanen stated during a press conference. He added that Finland is currently monitoring around 3,500 properties linked to Russian ownership, though he did not provide further details.
This proposal follows Finland’s recent efforts to restrict Russian property transactions near sensitive locations. Last October and January, Finnish authorities blocked several such purchases as part of their broader strategy to enhance security.
Finland, which shares a 1,340 km (830 miles) border with Russia, has also taken other measures in response to tensions, including shutting all border crossings with its neighbor. Additionally, Helsinki has accused the Kremlin of weaponizing migration by encouraging asylum seekers from Asia and Africa to enter Finland.
