Muhammed Saadulah: The first PM of Assam and a part of the Constituent Assembly

New Delhi: Every year on November 26, Constitution Day is celebrated in India to commemorate the adoption of the Constitution of India. The Constituent Assembly, on November 26, 1949, adopted the Constitution of India and on January 26, 1950, it came into effect, transforming the Dominion of India into a Republic. The Constituent Assembly played the most crucial role in drafting the Indian Constitution and Muhammed Saadulah was one of the important members of the Assembly.

Who is Muhammed Saadulah?

Sir Syed Muhammed Saadulah was the first Prime Minister of Assam in British India from 1937 to 1946 and was a member of the Constituent Assembly from 1946 to 1950. Born on May 21, 1885, in Guwahati, Muhammed Saadulah’s father came from Kacharihat to Guwahati in around 1878.

After completing his education, Saadulah became a Pleader in Guwahati. Soon, he rose to prominence as a lawyer and was nominated as a member of the Legislative Council at Shillong. Saadulah worked for the interest of the common people of Assam. Within a decade, Saadulah became a famous lawyer. In 1922, he became an Advocate at the Calcutta High Court and found success there as well.

Towards the end of February 1924, Sir Kerr, Governor of Assam offered Saadulah a seat in his Council which he accepted. In November 1926, Saadulah returned to the Council by a large majority and was re-appointed as a Minister. More than a decade later, by dint of the Government of India Act 1935, a general election was held in Assam and Saadulah was elected to the Legislative Assembly. He formed the government and became Assam’s premier. From April 1, 1937, to September 10, 1938, he led the coalition ministry and again from November 1939 to December 1941. He again led the ministry from August 1942 to February 1946 and led Assam through tumultuous times.

As the premier of Assam, to populate the state with then East Bengal’s migrants, Saadulah undertook a land settlement policy. The policy originated from a British effort to get more revenue from Assam. Saadulah was also a member of the All India Muslim League’s executive committee. Saadulah was elected to the Constituent Assembly and later became part of the drafting committee. He played an important role in preparing the Constitution of India.
