New OROP table released: What are rank wise changes to pension table, eligibility

New Delhi: The Ministry of defence shared the revised rankwise table for pensions across the Army, Navy and Air Force in a communication dated September 4, 2024. The changes will come into effect on a retrospective basis from July 1, 2024, according to the notification.

The order clarified that the revised pension rates are calculated based on the average of the maximum and minimum pension rate applicable to a rank or group and “qualifying service of live data of 2023 retirees.” There may be overlaps owing to the balancing factor introduced by the MoD. The MoD also attached a specimen letter required to be completed and submitted bu the pension disbursing authority to the sanctioning authority for the revision of the family pension.

Who is eligible for revised pension?

Under the new order, OROP eligibility applies to:

Defence pensioners
Family pensioners
The pensioners should have been retired, discharged or invalided from service.
The pensioners should have died in service or post-retirement.

This applies to junior commissioned officers, ORs, and enrolled non-combatants in:

Indian Army
Navy
Air Force
Defence security corps
Territorial Army
Ex-state forces

Those who are receiving pension or family pension as of July 1, 2024, are also eligible.

Who is ineligible for pension under revised OROP scheme

Those pensioners who retired on or after July 1, 2014, owing to premature retirement or based on their own request are not eligible for this. The following pensioners are not eligible for ORP pensions:

UK pensioners
HKSRA pensioners
KCIO pensioners
Pakistan Army pensioners
Burma Army pensioners
Reservist pensioners
Pensioners who receive ex-gratia payments

Why is OROP pension revised?

OROP pension revision is aimed at ensuring fair pensions to retired defence personnel as well as their families. It covers disabled pensioners as well as war widows apart from family pensioners. OROP is a mechanism to ensuring pension parity for armed forces personnel who retired at the same rank and after serving for the same duration.
