As reported by The Telegraph, the proposal under discussion suggests closing the window two days before the league’s opening fixtures. If brought to a vote during the monthly Premier League gathering, the motion would need the backing of at least 14 out of the 20 clubs to be approved.
If these changes get adopted then this would would provide managers with greater stability by ensuring their squads are finalised before the season kicks off. It would eliminate uncertainties caused by last-minute transfers allowing teams to focus solely on their opening fixtures without the distraction of potential player arrivals or departures.

International markets concerns
There are concerns on going that closing the Premier League transfer window early could put English clubs at a disadvantage in negotiations.
